I believe what you said is correct, but its just really difficult for me to see how this is in the whole picture here.

2007 to 2003 or 2007 to 2006.

The reason the bay area is mentioned because the internet bubble.
For real estates, some other places have pretty good locations, too.
One of my ex-colleage just sold his house in San Diego for 20M in June, and my ex-boss had hard time making money out of his real estate investment in Bay area.
I really think it depends on "location".
In general, the housing price is still up from 2003 to 2007.
