Take look the lease/rental contract, is there a dispute clause?
Sometimes, there could be an option for arbitration to resolve
the dispute. Not sure if you still have written letters submitted
to inform the property management about your complaint. If you
do, those letters could be very helpful for dispute resolution to
show that the management did not resolve the complaint since it
is very likely that you complained several times.
There is really no public agency that could help you, but you
can contact Better Business Bureau (BBB) and see if it can be of
help. But try to resolve the dispute before the management submits
the non-payment to a collection agency because that can ruin your credit.
